I like playing Empire Wargame of the Century, and it's an 
excellent game.  But one thing sometimes makes it frustrating.  
Sometimes when i attack a city it takes many tries to capture it. 
  But here is a way to improve that.

When I start a new game I give myself and the enemy a combat 
efficiency higher than normal, say 60 or 70%.  That reduces the 
number of tries to capture a city.  Apparently cities have 
efficiency of 50%.  Giving the enemy the same number as me keeps 
it fair.
