The library selector is a Win32 tool that enables users of Pantheios to select
the libraries to link for their chosen application.

Users can select either explicit (archive list) or implicit (#include file
list) linking, for any platform, including Linux, Mac-OSX
and Windows.

The 1.9.1.47 release includes the following changes:
* added target selection, including Win32, Win64 and UNIX (with different
linking syntax)
