They might be a little out of date, I believe I mention which version of the DX9 SDK I made those headers against. Something like June 2005. Regardless, it's pretty easy to get anything you need from the C++ headers -- just grep, copy, and translate to D. I'm sure there's some new fancy features that have come out since I last used the DX9 SDK...
