The Phobos main page is in need of a complete overhall. The library list is out
of date by several years, and the bulk of the page is taken up by a philosophy
statement, which 99% of people won't care about (they just want a library
reference).

I would suggest that the philosophy statement is either moved to another page,
or moved to the bottom of the page. Also, the library list in the navbar on the
left should be moved onto the main part of the page, possibly in multiple
columns so that everything fits on one screen.
