And yet, when clicking that last post link, his post appears at 
the top, but there are obviously more posts made after that:

Because H.S. Teoh replied to a thread in announce, but for some reason 
posted it to the general group.

The newsgroup stores which messages are in reply to which threads, and 
when I click on that link, it brings me to the announce forum post. So I 
think this confuses the web interface.
