digitalmars.D - [WORK] Bringing http://dlang.org/phobos/ in good shape

Yes, Master: https://github.com/D-Programming-Language/phobos/pull/3155 BTW, the markup of this page sux. It uses $(BR) where it should be using tables. But that's fodder for a separate PR. This one just addresses the text.
