Perhaps it is just an in-joke.

This is real monthly meeting, where some members of D community are participating, including Walter. They have discussions not only about D, but also about other different topics. So proposal of some non-trivial topic seems a good tradition of such meetings. At least this is what I understood (never participated)

It's a real thing. We usually have about 6-10 people attending. It's a lot of 
fun, we talk for 3 hours and then some more in the parking lot when Red Robin 
ejects us.

Mostly we talk about engineering. No politics.
