The compiler itself is freeware. Parts of its source may not be published.

Together with the compiler comes a fairly complete source code of the 
D-specific part of compiler, which is licensed under (at user's option) 
as GPL or under (Perl) Artistic License. There is also complete source 
code for the run-time library. Most of it is apparently licensed under 
the same model as partial compiler source, but licenses are different 
for different files. Please check their headers. I would believe there 
is no problem for redistribution of them with a free compiler.

A complete GPLed compiler based on GCC 3.3 or 3.4 is underway.
